Yet ANOTHER wrong answer. The computer management console is not the correct area for this. In Windows 7 the answer was System Configuration. In Windows 10 you now find this in the Task Manager.
Process: Right Click on the Task bar:Select Task Manager>Then cycle to the tab of StartUp>then Enable or Disable
