C is the most correct answer from the choices above. However, it seems like an older method for proxy ARP. sk114395 shows how to enable automatic configuration of proxy ARP.
Also this can be achieved by clish commands as described in sk30197. Which also states:
Any change in Proxy ARP made in Gaia Clish / Gaia Portal, will override any manual changes in the $FWDIR/conf/local.arp file.
