It must be a trick question. They said 1 store is already configured but they did not say whether or not it can be reconfigured with the html5 failback option.
The answer could be 3 additional stores assuming the existing can’t be reconfigured or 2 which assumes that it can.

I think C is correct (3 additional stores, total 4).

For HTML5 you dont need to create a new store.
You can create a site and change the default client on that site.
The correct answer is E. 2 stores, one for smartcard and other for anonymous.
