Data at rest means it is on Hard disk or some other media and not being used. How come D is answer? Answer is B.
CIFS or NFS is only used when data is read or written over the network (i.e. data in transit). However the data is stored on a physical medium which implies the answer B
To store data on NAS, you should use NFS or CIFS which are in layer 7
