MAC is system-enforced access control based on a subject’s clearance and an object’s labels. A subject may access an object only if the subject’s clearance is equal to or greater than the object’s label. I think it’s the security architect who uses MAC to protect the data, so the priority is that the data needs to be available, otherwise there’s no MAC without data, right?
Here’s an excerpt from Conrad’s CISSP Study Guide, 2nd Edition:
