If you attempt to access privileged EXEC mode on a router over a remote connection, such as a telnet connection, and you have not configured a password for privileged EXEC mode you will see the % No password set error message. For more information on remote connections see the Remote CLI Sessions. The system administrator uses the enable secret or enable passwordglobal configuration commands to set the password that restricts access to privileged EXEC mode.
