Without proper routing and connectivity, the phase 1 should not go through.
#encaps denotes packet was sent out, does not confirm receipt
#decaps denoted receipt which is 0 so that might got filtered by ISP.
My Apology. The provided answer is correct.
Answer is correct, if ISAKMP was blocked by an ISP phase1 won’t even form let alone go to phase2 where encaps/decaps occur. MM_NO_STATE means isakmp has not successfully negotiated a phase1 tunnel yet.
I believe “Verify routing and connectivity ” should be “MM_NO_STATE” and “Verify if ISAKMP packets are blocked by ISP” should be “#incaps #decaps”
