    Without proper routing and connectivity, the phase 1 should not go through.

    #encaps denotes packet was sent out, does not confirm receipt
    #decaps denoted receipt which is 0 so that might got filtered by ISP.

  2. Answer is correct, if ISAKMP was blocked by an ISP phase1 won’t even form let alone go to phase2 where encaps/decaps occur. MM_NO_STATE means isakmp has not successfully negotiated a phase1 tunnel yet.

  3. I believe “Verify routing and connectivity ” should be “MM_NO_STATE” and “Verify if ISAKMP packets are blocked by ISP” should be “#incaps #decaps”
