    The dimmed “Arrow” on GPO1’s Link to the domain level is actually a disabled link, then the Link of GPO1 will not be inherited to lower level OUs, so that Server1 is not applying settings from GPO1. To resolve the problem, you have to Enable the link, Answer A is correct.

    Via lab testing, confirmed that enforcing a disabled link will have no result, therefore Answer B is incorrect.

    There is no sign of OU1 is being blocked for policy inheritance, and GPO2 has been successfully inherited to OU1 as seen in the right hand side “Group Policy Inheritance” tab of OU1, therefore Answer C is incorrect.

    Security filtering settings (GPO Permissions) will NOT affect the inheritance of a GPO, therefore answer D is incorrect.
