  1. Question says “files and directories that Joe is working on locally cannot be opened IN ANY APPLICATION.”
Therefore Joe can open ANY APPLICATION with no problem.
B – File permission changes – Joe can open apps – but he can’t open files or directories – permissions could prevent that.
Not D – Too many startup items – would also prevent access to anything, including apps, files, and directories – but Joe can open “any application” with no problem.

  2. The question says that the problem is “files and directories that Joe is working on locally cannot be opened in any application.” So Joe CAN open various applications okay, but CAN’T access files and directories.
F – File permission changes – could PREVENT files and directories from being opened if misconfigured.
Not D – Too many startup items — Although numerous startup processes could create intensive contention for RAM which in turn could cause extensive paging and swapping, which could hog most of the available disk input-output operations – that would include the loading and executing of applcations. And that would only slow down access to other files and directories – not PREVENT opening them. The stated problem is that FILE and DIRECTORIES can’t be opened.
