I think it is a and b
CDP is needed more so in a boot up process than DNS (DNS bindings can be statically set on a local OS list)
CDP is needed for say telephone bootup process. therfore portfast which was created for communication between network and faster workstations-30 seconds (improved from older OSes which would bootup in 90 seconds) bootup would benefit CDP more than DNS
