Why not D?
Agree with B
A is right becasue here we are talking about new work or decomposition of work. Team only decompose first few stories in Sprint planning and after that as and when they progress they keep on decomposing the work and adding new work (Tasks) to the stories in the sprint. Adding new work here is not addition of new stories in the middle of the sprint.
Of course B is the right answer. No idea why there’s debate here.
Development teams are solely responsible for Sprint Backlog. So I think B is the right answer.
The anwser is A : When the Product Owner identifies new work.
B is correct, see discussion here: https://www.scrum.org/index.php/forum/scrum-forum/5519/during-sprint-when-new-work-or-further-decomposition-work-added-sprint
since when does the Product Owner identify work for the SPRINT backlog?
