It was choose the best option, answer: “Estimates are made by the people doing the work”

The answers AB and C are correct. There is no “best choice” demand,

If more than 1 choices are asked in this question then it can be B, C & A (in order its written) as Product backlog items must be estimates in story points which is relative sizing and hence estimates are in relative units.
