  1. Request for Information (RFI) An RFI is used when you need to
gather more information about the goods or services you need to
procure. This process will give you a sense for the number of providers
or contractors who can provide the goods or services, and you will get
an idea of cost. An RFI or RFQ is used when the costs are unknown to
you and you need an estimate for the goods or services.

    1. Yes the correct answer is B but what you are saying is completely wrong!
RFI has nothing to do with the “information about the goods or services you need to
procure”. Also RFI has nothing to do with RFQ, you are confused.

      From the official study guide:
      RFI
A Request for Information (RFI) is commonly used to develop lists of qualified vendors and gain more input for resource availability. This document is used to gather relevant information about a vendor’s organization and financial history, including:
      • Seller organization’s history
      • Balance sheets
      • Business type (family owned, private, publicly listed, etc.)
      • Owner’s history and background
      • Bank statements for the past three years

      RFQ
A Request for Quote (RFQ) is commonly used when deliverables are commodities for which there are clear specifications and when price will be the primary determining factor. Unlike a Request for Bid (RFB), this solicited price quote is used for comparison purposes and is not a formal bid for work. Negotiation of price is generally not associated with an RFQ.

So again, RFI HAS NOTHING TO DO WITH RFQ.
