If the PM was not aware of the approved leave, then the org structure must be either functional
I am not finding flat as a type of organizational structure anywhere. I would think this might be A because if the PM obviously didn’t have the authority to approve the leave. However, is the person responsible for the next task a member of the organization or has it been out sourced ? If it were outsources it could be C. There is not enough information in this question.
